Alzo Wij in overweging genomen hebben, dat er aanleiding is tot naturalisatie van Lodewijk Dohmen en 28 anderen, die aan Ons een verzoek daartoe hebben gedaan, met overlegging - wat betreft de in artikel 2 genoemden voor zoveel doenlijk - van de bewijsstukken, bedoeld in artikel 3 der wet van 12 December 1892 (Sth. 268) op het Nederlanderschap en het ingezetenschap, laatstelijk gewijzigd bij de wet van 30 Juli 1953 (Sth. 363);
Zo is het, dat Wij, de Raad van State gehoord, en met gemeen overleg der Staten-Generaal, hebben goedgevonden en verstaan, gelijk Wij goedvinden en verstaan bij deze:
Artikel 1. De hoedanigheid van Nederlander wordt bij deze verleend aan:
27 Emil Friedrich Berthold Simon, geboren te Hamburg (Duitsland) 12 Februari 1910, voeger-metselaar, wonende te Groningen, provincie Groningen.

In artikel I, onder 27, wordt voorgedragen de Duitse verzoeker Emil Friedrich Berthold Simon. Hij werd in 1910 te Hamburg in Duitsland geboren en kwam - zeven jaar oud - met zijn moeder naar ons land. Verzoeker ontving Nederlands onderwijs en is in geest en leven Nederlander geworden. In 1943 werd hij tot Duitse militaire dienst gedwongen. Hij raakte gewond en wist, na in Oostenrijk te zijn verpleegd, naar Nederland uit te wijken en hier onder te duiken. Verzoeker, die met een Nederlandse vrouw gehuwd is, voorziet als voeger-metselaar in het onderhoud van zich en de zijnen.
De verzoekers, genoemd in artikel 1. onder 3 en 24, hebben vóór het intreden der meerderjarigheid van hun in artikel 2 genoemde kinderen het verzoek tot naturalisatie ingediend. Het is billijk deze kinderen alsnog bij uitdrukkelijke wetsbepaling mede te naturaliseren.
Ten aanzien van allen geldt dat zij, omdat zij door de voorgestelde naturalisatie hun nationaliteit zullen verliezen, niet een dubbele nationaliteit zullen hebben.
Alle voorgedragenen zijn in het bezit van een verblijfsvergunning.

Omdat de naturalisatie nog niet rond was, werden gedurende de Tweede Wereldoorlog Emil en zijn broer Benny opgeroepen door de Wehrmacht en zijn daar inderdaad in dienst geweest. Volgens getuige [Harmina Lever-Weersing] hebben zij aan het Oostfront gevochten maar goed doorstaan.
