Asst. Marshal James K. Newcomer used ditto marks for all of the children of Elisha & M__a Viers to indicate state of birth. Ditto marks under M__a's state of birth of NY would indicate the 3 children were born in NY. In this case, I think Mr. Newcomer erred. It seems more likely m__a moved to OH rather than Elisha moved to NY. The 1870 census might prove useful to shed more light.
