Eltjo begint zijn loopbaan als assistent-accountant bij "Accountantskantoor de Jager" in de Oude Boteringestraat te Groningen. Later wordt hij accountant en firmant van dit kantoor. Hij is maatschappelijk actief. Binnen de gymnastiekwereld, landelijk als penningmeester van het Nederlands Christelijk Gymnastiek Verbond, regionaal als voorzitter van het Noordergewest van deze bond en lokaal als bestuurslid van "Kracht en Vriendschap". Binnen de Nederlands Hervormde Kerk, vanaf 1958 als kerkvoogd en later tot zijn overlijden als secretaris-penningmeester van de "Centrale Kerkvoogdij der Hervormde Gemeente" te Groningen. Verder is hij voorzitter en lid van verdienste van de Algemene Oranjevereniging "Oranje Nassau" en lid van de Raad van Toezicht van het "Congrescentrum Het Tehuis.".
