135839364560  Igor van Novgorod, geb. ca.875, ovl., vermoord, 945 Kiëv, grootvorst v. Kiëv. Na zijn vaders dood nam een familielid Oleg, vorst v. Novgorod (879), grootvorst v. Kiëv (882) de staatszaken voor de  minderjarige Igor waar. Oleg stichtte het grootvorstendom Kiëv door de stad Kiëv te veroveren en beheerste zo de belangrijke handelsroute van de Baltische- naar de Zwarte Zee. Igor voert een modern belastingsysteem in met ambtenarenapparaat en provinciale steunpunten. Belasting wordt in de stad geheven naar her aantal haardplaatsen en op het platte land naar oppervlakte van de bebouwde grond. Geh. 903 met:
