Vlaanderen (879-918), usurpeerde na afloop van de invallen der Noormannen (879-883) grondbezit en rechten in de hele streek tussen Schelde en Artois, grondlegger van Vlaanderen als territoriaal vorstendom, wisselde herhaaldelijk van partij in de strijd tussen de diverse Westfrankische koningen en liet aartsbisschop Fulco van Reims (900) en graaf Heribert I van Vermandois (907) vermoorden, richtte een groot aantal burchten op ter bescherming van zijn gebied.
