Graaf van Savoye etc. 1191/92, heer van Chieri Tortona 1207, heer van Chambéry 1232. Rijksvicaris van Lombardije 1226. Hij koos partij voor de Staufers en breidde zijn machtsgebied uit met Chambery en Moudon, waarmee hij op kosten van de bisschop van Lausanne en de Zähringers in het Waadtland voor kon dringen. Zijn politiek was erop gericht het gebied van het vroegere koninkrijk Bourgondië onder zijn invloedsfeer te brengen. Daarmee was hij aan het einde van zijn 44-jarige regering ver gevorderd en zijn opvolgers zijn in deze richting verder gegaan.
