In de huwelijksbijlagen zit, zowel op naam van de echtgenoot als op naam van de echtgenote, een "getuigschrift van onvermogen, voor te brengen bij het huwelijk". Het formulier vermeldt: "Hij (= de ambtenaar) verklaart daarenboven, dat deze persoon behoeftig is en geene genoegzame middelen bezit om de kosten van zegel-, registratie-, griffie en afschriftrechten te betalen; dat bijgevolg die persoon al de noodige stukken om huwelijk aan te gaan kosteloos mag bekomen."
