Zoon van arbeider Jan Kramer (22 april 1838 Groningen - 25 mei 1929 Groningen) en Arentje Heijligers (26 oktober 1852 Farnsum, gemeente Delfzijl - 5 september 1923 Groningen) . Huwde op 24 augustus 1911 met Fennechien Brinckman (22 augustus 1885 Groningen - 28 mei 1963 Haren). Behanger/conciërge gemeentewerken. Nederlands Hervormd. Lid verzet, behorend tot de KP-Groningen II. Kramer beheerde een wapendepot van de KP-Groningen II. Brinks meldt dat op de avond van 3 februari 1945 een inval plaatsvond in het tijdelijke Gemeentelijk Bouwbedrijf aan het Martinikerkhof 10, omdat er onderduikers zouden zitten. Die waren tijdig gevlucht, maar in de kelder van het pand werden wel dekens en andere spullen aangetroffen. De Sipo hield conciërge Kramer ervoor verantwoordelijk dat de kelderruimte als schuilplek was gebruikt. Geoordeeld werd dat het Niedermachungsbefehl 'omlegbevel' van toepassing was. In opdracht van Lehnhoff kreeg de Nederlandse SD-medewerker Mijndert Vonk opdracht Kramer meteen dood te schieten. De inval was het gevolg van andere arrestaties. Postuum is Kramer het Verzetsherdenkingskruis toegekend.
Begraven op Zuiderbegraafplaats in Groningen, koopgraf, 4e klasse, vak 4, rij 25, grafnummer 2.
