Hendrik Raat (Wognum, 18 november 1815 - 's-Gravenhage, 13 februari 1899) was een Nederlands militair en politicus.
Hendrik Raat begon zijn carrière als officier in het Koninklijk Nederlandsch-Indisch Leger. Van 1865 tot 1867 was hij burgemeester van Woerden. Daarna, van 1867 tot 1873, was hij burgemeester van Maastricht. Onder zijn burgemeestersschap werd de vesting Maastricht opgeheven en begon de ontmanteling ervan (1867)
