En 1849, il fut élu à la chambre des députés (département du Nord), où il siégea très longtemps (1875). Le 12 décembre 1875, il fut nommé sénateur inamovible par l'Assemblée nationale. Il introduisit en chancellerie une demande qui lui fut accordée et qui l'autorisait lui et toute sa descendance à porter le nom de Kolb-Bernard. En 1875, il soutint Mgr Dupanloup et l'aida à conquérir la liberté de l'enseignement. Appelé par ses fonctions politiques à résider à Paris, il continua à s'intéresser aux œuvres du Nord Issu d'une famille luthérienne allemande mais ayant opté pour la religion de sa mère, arrière-grand-oncle du général De Gaulle, ingénieur, sous-inspecteur des manufactures royales des tabacs de Bordeaux, Toulouse, Paris, Lille. Il fait un beau mariage dans la grande bourgeoisie lilloise en 1829. Il convertit au catholicisme son beau-frère Ernest Leliepvre, calviniste puis son père, de religion luthérienne, peu avant sa mort. En 1839, il fonde la conférence St Vincent de Paul à Lille, il fonde à Marcq un collèhe de jésuites. Président de la chambre de commerce de Lille, conseiller municipal de cette ville (1846), il achète le journal La Liberté dont il fait l'organe du parti catholique lillois. Député légitimiste (1849) il a une grande influence dans le parti conservateur. Sénateur inamovible (1875). Voir notamment : F. Barbier, Le patronat du Nord sous le second empire.
