Cleo Whitt's adopted surname is THOMAS. Her mother, Phoebe Wilson, died
in childbirth in 1903: her father, Andrew Whitt, was killed in a
work-related accident on the Ohio River about 1905. He was an Engineer.

After the death of her father, Cleo was placed in the Davis Child Shelter.
The davis Child Shelter was operated by "Brother" Pat Withrow, cousin of
Wesley Withrow, husband of Cora J. Thomas. Cora was the sister of Francis
Joseph Thomas. Cleo was adopted at the age of 5 by Francis Joseph Thomas,
and his wife, Winnie Bell Jarrett.

As a young woman, Cleo worked at "Fletcher Enamel" as a
Typist/Receptionist.
