W. J. Stephenson was a planter and schoolmaster. He was an outspoken opponent of secession and was active in Unionist activities before the Civil War. Although opposed to the War of 1861-65, he enlisted in Confederate service and did guard duty in Columbia throughout the War. In 1865 he was the first citizen of York district to swear allegiance to the government of the United States. Accordingly, he was appointed military tax collector by Major General Edward R. S. Canby, military governor of South Carolina. He was elected as first supervisor of York County, under the Constitution of 1895.
From his youth he was an active member and officer in the Independent Presbyterian Church, founded in 1810 by the Rev. William Cummins Davis. Mr. Davis' son, the Rev. Robert M. Davis, pastor of the Independent Presbyterian Church of Yorkville, was married to Elizabeth Stephenson, W. J. Stephenson's aunt.
Two great-grandsons of W. J. Stephenson served in county and state government positions. M. H. Carroll, Jr., was for many years clerk of court of York County, S. C. William W. White Jr., was a member of the State board of Education (1966-71), representing York and Union counties.
