The 1881 British Census describes the occupation of Robert D. Balfour as "Mem of Stock Exchange". Michael Hendry reports that Robert Drummond Balfour was a partner in Capel & Co., Stockbrokers.
------------------------------------------
The following account is based on information received from Javier Maffucci Moore of Buenos Aires, Argentina, and supported in part by information found on the internet using the GOOGLE search engine.
In 1870, the partners of the British company known as "J. Thomson, T. Bonar & Co." -- Thomas Matthias Weguelin, Christopher Wequelin and William Gladstone -- bought a piece of land in the Argentine Republic, in the north of Santa Fe Province. The land was beyond the frontier, in Indian territory. There they established "Alexandra", an agricultural colony settled with British, Italian and other European farmers. The first years were very hard, especially because they were attacked by Indians several times, the colony was far from other towns, and the land was of poor quality. Eventually the little place became a village, the settlers changed to raising cattle, and settlers of neighboring places moved to Alexandra.
The first Director of the Alexandra Colony was Andrew Wequelin, a son of Thomas Matthias Weguelin. After arriving at the Alexandra Colony and establishing an administration there, Andrew Weguelin returned to London to bring machinery, tools and 226 colonial European immigrants, along with the cattle, agricultural seeds and instruments, and a certain amount of money which were provided by the immigrants. Perhaps because of hurried colonization and poor planning, the immigrants began to disperse to other zones, taking root in other places, resulting in an economic disaster for the colony. On October 9, 1871, Andrew Weguelin was killed by the Indians.
On August 9, 1871, Robert Drummond Balfour departed from London to Argentina after being appointed as the new Director of the Alexandra Colony. When he arrived, he found the place very disorganized. Balfour tried to establish some order, but he was confronted by difficulties with the Italian settlers, and with some legal disputes with other British colonists. Balfour was considered to be "inhuman" by some of the Italians, mainly because they thought he was only interested in the economic results of the project. Balfour was still at the Colony when the first census was taken there in 1873. It is believed that Balfour returned to England in 1874-5.
J. Thomson, T. Bonar & Co. owned large tracts of land in the area until 1885, when the company sold the land to a Spanish-Argentine company. The economic result was very successful for J. Thomson, R. Bonar & Co.

Additional information:
> Robert Drummond Balfour was the younger brother of Archibald Balfour (1840-1922).
> The wife of Archibald Balfour was Sophy Charlotte Weguelin (born 1840).
> Sophy Charlotte Weguelin was the daughter of Thomas Matthias Weguelin, a partner in the merchant firm J. Thomson, T. Bonar & Co. of London and St. Petersburg, Russia. He was also a Governor of the Bank of England, 1855-57.
> Thomas Matthias Weguelin helped provide financing to John Hughes, who in 1868 formed The New Russia Company Limited to build a mettalurgical plant and rail producing factory in Hughesovka, Imperial Russia (now southern Ukraine). Wanting to see his daughter settled, Weguelin told Archibald Balfour he could marry her if Archibald took the job which Weguelin had arranged for him with The New Russia Company. Archibald Balfour, and after him his son, Montague Balfour, moved to Hughesovka and became directors or managers of The New Russia Company.
> It appears that Thomas Matthias Weguelin sent one brother (Archibald Balfour) to Russia and another (Robert Drummond Balfour) to Argentina for Thomson, Bonar & Co. Both brothers returned to England after their foreign assignments.
