Fils d’Alexandre Chalvet de Souville (vers 1691-1749) conseiller du roi, et de Françoise Micoud ( ?-1745).
Surnuméraire dans l’artillerie de l’Armée de terre le 11 juin 1751, sous-lieutenant d’artillerie le 1er janvier 1757, lieutenant en troisième d’artillerie le 27 mars 1760, enseigne de vaisseau et sous-aide-major d’artillerie le 15 janvier 1762, aide-major d’artillerie, le 25 février 1765, lieutenant de vaisseau le 27 novembre 1765, major en second au régiment du Havre le 1er mai 1772, lieutenant-colonel d’artillerie le 10 mai 1777, capitaine de vaisseau à prendre rang le 6 février 1779, pris rang du 13 mars 1779, commandant particulier de l’île Bourbon du 30 janvier 1780 au 21 avril 1785, admis à la retraite le 1er janvier 1787.
Le 28 octobre 1765, il embarque sur la frégate de 32 canons La Légère, chargée, avec la frégate de 32 canons L’Infidèle, de transporter de Brest à Cadix des cargaisons de poudre pour les bâtiments du chef d’escadre Du Chaffault de Besné.

Embarqué du 15 mars 1776 au 30 novembre 1778 en qualité d'aide-major sur le vaisseau de 64 canons Le Brillant envoyé dans l'océan Indien, il participe au combat indécis livré devant Pondichéry, le 10 août 1778, par la division du brigadier des armées navales Lollivier de Tronjoly à celle du commodore anglais Edward Vernon.
Nommé commandant particulier de l’île Bourbon le 30 janvier 1780, il est le premier gouverneur à effectuer le tour de l’île. Il y met en place des ateliers communaux destinés à s’occuper des travaux publics et de l’entretien de la voirie et permettant de supprimer le système des corvées imposées à la population. En décembre 1784, il inaugure le premier service de liaisons régulières par malles-postes entre les diverses localités de la colonie. Le 1er janvier 1785, il crée le nouveau quartier de Saint-Joseph dans un secteur de l’île qu’il a exploré en compagnie de l’arpenteur du roi Jean-Baptiste Bancks et du naturaliste Joseph Hubert en recherchant un site propice à l’acclimatation des arbres à épices.
Rappelé le 12 juin 1784 en raison de la suppression de son poste, il rentre en France le 15 mars 1786.
Membre adjoint de l’Académie royale de Marine le 6 juillet 1775.
