Ernst van Beieren (München, 17 december 1554 - Arnsberg, 17 februari 1612) was de jongste zoon van hertog Albrecht V van Beieren en Anna van Oostenrijk. Hij was bisschop van Freising en Munster en aartsbisschop-keurvorst van Keulen. In 1581 werd hij ook prinsbisschop van Luik en vorst-abt in Stavelot. Ernst ontving geen enkele wijding.

Bestuur in Luik

De bisschop stichtte de eerste seminaries van Sint-Truiden en Luik, verzekerde de ontwikkeling van de steenkoolmijnen en de oprichting van metaalverwerkende fabrieken. Niettegenstaande zijn pro-Spaanse sympathieën, maakte hij er een punt van om neutraal te blijven.

De prinsbisschop en het protestantisme

Tegen het protestantisme trad hij streng op. Op 30 maart 1589 verordende hij dat alleen katholieken in het land mochten verblijven. Drukkers en boekhandelaars zouden streng gecontroleerd worden en rederijkers mochten alleen goedgekeurde stukken opvoeren. Ouders moesten hun kinderen binnen drie dagen na hun geboorte laten dopen en tijdens kerkdiensten moesten de herbergen gesloten blijven.

Belangrijk in de Beierse dynastie der prinsbisschoppen van Luik, die 136 jaar zou aanblijven, is de aanduiding van een coadjutor, waardoor de prinsbisschop iemand van zijn familie kon aanduiden om hem op te volgen. Zo werd zijn opvolger Ferdinand van Beieren in 1601 coadjutor op 11-jarige leeftijd.

Ernst stond zijn paleis van Outremeuse af om er en hospitaal in te richten. In 1602 worden alle Luikenaars verplicht om zich in te schrijven in een van de XXXII Goede Standen van Luik en iedere stand heeft het recht om deel te nemen aan de beslissingen in het prinsbisdom Luik. In 1583 voert hij ook de gregoriaanse kalender in in het prinsbisdom.
