Otto wurde um 1020 als einziger Sohn des https://de.wikipedia.org/wiki/Stammesherzogtum_Sachsen">sächsischen Grafen Bernhard von Northeim und der Gräfin Eilika geboren. Er folgte als Otto I. um 1049 seinem Vater als https://de.wikipedia.org/wiki/Grafschaft_Northeim">Graf von Northeim und gehörte damit neben den https://de.wikipedia.org/wiki/Billunger">Billungern und den https://de.wikipedia.org/wiki/Grafschaft_Stade">Grafen von Stade (https://de.wikipedia.org/wiki/Udonen">Udonen) zu den einflussreichsten Persönlichkeiten im östlichen Sachsen.

Im Jahre 1061 wurde er von Kaiserin https://de.wikipedia.org/wiki/Agnes_von_Poitou">Agnes als Otto II. zum https://de.wikipedia.org/wiki/Herzog_von_Bayern">Herzog von Bayern ernannt, stand im Jahr darauf aber in Opposition zu ihr als einer der führenden Köpfe des „https://de.wikipedia.org/wiki/Staatsstreich_von_Kaiserswerth">Staatsstreiches von Kaiserswerth“. Im gleichen Jahr unternahm er im Auftrag der Reichsregierung einen Ungarnfeldzug, um den dort verjagten König https://de.wikipedia.org/wiki/Salomon_(Ungarn)">Salomon wieder einzusetzen. Außerdem nahm er 1064/1068 an Gesandtschaften nach Italien und im Winter 1068/1069 am Feldzug Heinrichs IV. gegen die https://de.wikipedia.org/wiki/Abodriten">Abodriten unter ihrem neuen Samtherrscher https://de.wikipedia.org/wiki/Kruto">Kruto teil.
