Walram Paganus war dauerhaft mit dem https://de.wikipedia.org/wiki/Herzogtum_Brabant">Herzog von Brabant und dem https://de.wikipedia.org/wiki/Bistum_L%C3%BCttich">Bischof von Lüttich im Kriegszustand. 1128 wurde er von König https://de.wikipedia.org/wiki/Lothar_III._(HRR)">Lothar III. zum Herzog von Niederlothringen ernannt. Dieses machte die Zersplitterung Niederlothringens endgültig. Selbst sein Sieg über den Konkurrenten Brabant in der „Grimbergh'schen Fehde“ (1130) vermochte die Machtverhältnisse nicht zu ändern.

Sein Sohn https://de.wikipedia.org/wiki/Heinrich_II._(Limburg)">Heinrich II. wurde sein Nachfolger als https://de.wikipedia.org/wiki/Graf_von_Limburg">Graf von Limburg, nicht aber als Herzog von Niederlothringen. Dieser Titel ging 1139 an den https://de.wikipedia.org/wiki/Herzog_von_Brabant">Herzog von Brabant. Heinrich II. wurde 1140 mit dem Titel eines https://de.wikipedia.org/wiki/Herzogtum_Limburg">Herzogs von Limburg entschädigt.

Er war verheiratet mit Jutta von Wassenberg, Tochter des https://de.wikipedia.org/wiki/Gerhard_III._von_Wassenberg">Gerhard III. von Wassenberg, https://de.wikipedia.org/wiki/Herzogtum_Geldern">Graf von Geldern aus dem Hause Wassenberg, die auch Erbin von Wassenberg war.
