Dit bestuur werd gerecruteerd uit de inheemse elite, traditionele feodale hoofden, en voerde haar taak onder toezicht van het Europese binnenlands bestuur uit. Het Inlandse bestuur was op de hoofdeilanden, Java en Madoera, georganiseerd in regentschappen onder een regent.

    Onder het binnenlands bestuur in enge zin, het BB, werd het Europese bestuur verstaan. Ten tijde van het cultuurstelsel waren de Europese bestuursambtenaren vooral belast met het toezicht op de produktie van exportgewassen. Daarnaast controleerden zij met de nodige voorzichtigheid de regenten. Java was daartoe verdeeld in gewesten met een resident aan het hoofd. Deze resident was belast met: toezicht op de cultures, de financiën, orde en rust en de rechtspraak.
    De resident werd bijgestaan door assistent-residenten, opzieners (vanaf 1827 Controleurs der Landelijke Inkomsten en Cultures) en surnumeraire ambtenaren bij de Landelijke Inkomsten en Cultures. In de Preanger Regentschappen, een gebied in West-Java, werkten een Inspecteur der Koffiecultuur en assistenten voor de koffiecultuur.
