- school teacher with the highets qualification;
- bachelors qualification in constitutional science
Further more he was the founder of the General Bureau of Statistics andhet was the initiator of the
Santa Boma penitentiary, which was meant to give the vonvicts a more humane environment to rehabilitate succesfully.
