Brouwer neemt op de ranglijst van meest succesvolle SKS-skûtsjeschippers, het vleugelklassement, de vierde plaats in met vijftig overwinningen, 26 tweede en 27 derde plaatsen. Hij werd in 1968 met het Heerenveense skûtsje Gerben van Manen voor de eerste keer kampioen. In het midden van de jaren zeventig was hij onverslaanbaar. Brouwer won toen de kampioenswimpel vier keer op rij, in '74, '75, '76 en '77. In 1981 won hij voor de laatste keer.
In 1985 gaf hij het helmhout van de Gerben van Manen over aan zijn achterneef en naamgenoot Tjitte Brouwer, maar de kleine, karakteristieke gestalte van Tjitte senior was nog regelmatig op een skûtsje te zien als 'linkerhân' van de schipper.
Brouwer, die binnenschipper was, bleef ook na zijn afscheid van de SKS-wedstrijden nauw betrokken bij het skûtsjesilen. Hij gaf de Heerenveense commissie nog elk jaar praktische adviezen. Tjitte Brouwer was een wedstrijdzeiler in hart en nieren, 'duveleftich op it wetter', vond hij zichzelf. Ook als hij oefende met de Gerben van Manen of een toertocht maakte met gasten moest hij alles uit het schip halen wat erin zat. Als schipper en bemanningslid heeft hij zeventien kampioenschappen behaald. Brouwer maakte zich in zijn woonplaats Woudsend verdienstelijk bij de begeleiding van de jeugd van de plaatselijke voetbalclub.
