    Tobias is geboren in de kraamkliniek aan de Henegouwerlaan te Rotterdam. Zijn ouders, Tobias Wander en Clasina Fransina Monfrooy, lieten hem dopen in de hervormde kerk aan de Oranjeboomstraat te Rotterdam.
    Tobias was met zijn ouders woonachtig in het Patrimoniumshof te Rotterdam.

    In zijn vierde levensjaar ging Tobias naar de kleuterschool in de Polderstraat, waar hij in de klas kwam bij juffrouw van Looy. In september 1936 ging Tobias naar de jongensschool aan de Hillevliet (GLO onderwijs).
    Hoofdonderwijzen aldaar was Dhr Fontijn en onderwijzers de heren Rietveld, Siebrands en Anderweg.
    Op zijn 11e jaar (Oorlogsjaar 1941) doorliep Tobias zevende en achtste leerjaar waarna hij de Technische school (LTS) bezocht aan de Hillevliet.
    De Oorlogsjaren verhinderden dat er geen continuiteit in de opleidingen plaatsvonden, waardoor Tobias pas in 1946 bij zijn eerste werkgever kon beginnen.

    Van 15 september 1946 tot 1 maart 1950 werkte Tobias bij Radio Holland. Hierna volgde de twee jarige dienstplicht van 1 maart 1950 tot 2 februari 1952. In militaire dienst diende Tobias bij de Infanterie te Bergen op Zoom waar hij na de eerste opleiding werd ingedeeld bij de verbindingstroepen te Utrecht. In deze periode werd hij bevorderd tot sergeant.
    Na de dienstplicht ging Tobias werken bij de telefonie tak van de PTT. Daar heeft hij gewerkt van 1952 tot 1988. In deze periode werkte Tobias zich op tot BURC BD (bureau chef buitendienst). De vervroegde VUT regeling maakte het mogelijk dat Tobias op zijn 58ste met pensioen kon gaan.
    Hiervan heeft hij kunnen genieten tot 2011.
