Toen de Verenigde Staten de oorlog

verklaarden aan het Duitse Keizerrijk op 6 April 1917 bestond haar leger uit ongeveer 100.000 man met nog 115.000 nationale garde eenheden. President Wilson zette onmiddellijk het departement van oorlog
aan het werk om de capaciteit van het leger te verhogen naar één miljoen-man. Echter zes weken na het begin van de oorlog hadden zich slechts 73.000 nieuwe rekruten vrijwillig aangemeld voor militaire dienst.Militaire planners en politieke leiders hadden goed geanticipeerd op de algemene apathie binnen de natie voor de oorlogsinspanning bij het beginvan de oorlog en begonnen zodra de oorlog was
verklaard in het Amerikaanse Congres bijgewerkt dienstplicht wetgeving uit te vaardigen. Het Congres keurde de Selective Service Act goed op 18 mei 1917.Deze wet machtigde de federale regering om een
nationaal leger samen te stellen door middel van verplichte aanmelding.Deze eerste Selective Service Act vereiste alle mannen in de leeftijd van21 tot 30 zich te laten registreren. In augustus 1918 paste het Congres op het verzoek van het ministerie van oorlog de wet aan om het leeftijdsbereik van alle mannen van 18 tot en met 45 jaar te brengen.Drie specifieke registraties werden uitgevoerd:

  • 5 juni 1917. Deze eerste registratie was bedoeld voor mannen in de leeftijd van 21 en 31.
  • 5 juni 5, 1918. De tweede registratie was voor hen die 21 zijn geworden na 5 juni 1917 en een

    additionele registratie in deze tweede registratie was gehouden op 24 augustus 1918 voor hen, die na 5 juni 1918 21 jaar oud waren.

  • 12 september 1918. De derde en laatste registratie, deze was voor alle mannen in de leeftijd van 18 tot 45 jaar die zich voordien nog niet hadden aangemeld,
Aan het einde vande Eerste Wereldoorlog hadden ongeveer 2 miljoen mannen zich vrijwillig aangemeld voor militaire dienst en 2.8 miljoen anderen waren opgeroepen. Overeenkomstig betekent een oproep-registratie niet dat het individu uiteindelijk is opgeroepen of vrijwillig in dienst is gegaan.Het handschrift op de kaart is gewoonlijk dat van een registratie bestuur werknemer meestal de XregistreerderX genoemd. Echter, bijna alle kaarten bevatten de handtekening of "merk" in het handschrift van de geregistreerde zelf.
