Wordt beschouwd als de grondlegger van Brussel.
Verbannen door zijn broer Lotharius IV, nadat hij diens vrouw Emma had beschuldigd van een verhouding met aartsbisschop Adalbero van Laon.
Keizer Otto II stelt hem vervolgens aan tot Hertog in Lotharingen (977). Wegens zijn voortdurend wisselen van partij laat het duitse hof hem vallen, krijgt geen steun meer voor zijn aanspraken op de franse troon en wordt na de overwachte dood van zijn neef Louis V in 987 niet tot Koning van Frankrijk gekozen.
Hij wordt door de edelen geweigerd, die Hugo Capet tot Koning kronen. Pleegt in 988 een staatsgreep, wordt na verraad door Arnulf uitgeleverd aan Koning Hugo en wordt met zijn gezin te Orleans gevangen gezet.
