    Wij hebben de moeizame taak op ons genomen om de handgeschreven pagina's van de Volkstelling van 1940 te ontcijferen om een doorzoekbare index voor de telling te vervaardigen. Dit is successievelijk volbracht, staat voor staat, waarbij we de telling steeds meer hebben gecompleteerd.Zoals vereist door de Grondwet van de U.S.A, is de telling een federaal mandaat om elke inwoner van de Verenigde Staten elke tien jaar te tellen. tellingsgegevens worden 72 jaar na opname publikelijk vrijgegeven.Volkstellers moesten informatie vastleggen over elke persoon die in het huishouden aanwezig was op de dag van de telling. Een volksteller kon een huis wellicht op een latere datum hebben bezocht, maar de informatie die werd verzameld werd geacht te gaan over de personen die op de dag van de telling in het huis aanwezig waren. De basis voor de volkstelling was de county. Elke county was verdeeld in tellingsdistricten, één voor elke volksteller. De ingevulde formulieren werden verzonden naar het Commerce Department’s Census Office in Washington, D.C.Federale Volkstellingen waren meestal betrouwbaar, gebaseerd op de kennis van de informant en de zorg van de volksteller. De informatie kan aan een volksteller zijn verstrekt door een willekeurig gezinslid of door een buurman. Sommige informatie kan niet correct geweest zijn of met opzet vervalst.
