Er waren vele redenen om voor een Sperre in aanmerking te komen: onmisbaar zijn in de oorlogsindustrie, werkzaam bij de Joodse Raad, in het bezit zijn van een paspoort van een 'bevriende' staat, enz. In oktober 1942 dachten 17.000 joden goede papieren te bezitten.
De verstrekte vrijstellingen hadden echter altijd het bijschrift 'bis auf weiteres', dat aangaf dat ze slechts van tijdelijke aard waren. In feite waren de vrijstellingen een middel om de deportatiesgespreid te laten verlopen en de achterblijvers in toom te houden. Uiteindelijk is vrijwel iedereen op transport gesteld. Slechts enkele beschermde groepen hebben, door toevallige omstandigheden, heteinde van de oorlog gehaald.
