In het kader van de Arbeitseinsatz was Otter in Duitsland tewerkgesteld. Daar werd hij herhaaldelijk door bewakers ernstig mishandeld, waardoor hij zwaar lichamelijk letsel opliep. Uiteindelijk is Otter naar huis gestuurd. Daar overleed hij aan het fysieke letsel. Zijn naam staat vermeld op het oorlogsmonument op Begraafplaats Marum-West.
