    Hoewel het parlement van Schotland Karel II uitriep tot koning van Groot-Brittannië en Ierland op 6 februari 1649, nam het Engelse parlement een statuut aan dat deze benoeming onwettig maakte. Deze periode staat bekend als het Engelse Gemenebest, waarbij de macht lag bij de Lord Protector Oliver Cromwell.
    In 1660, na de dood van Cromwell, trok de militaire bevelhebber van Schotland, generaal Monck, op naar Londen, waar hij het Rump Parliament bijeenriep. In deze vergadering werd Karel teruggeroepen om de regering over te nemen, waarvoor hij ruime volmachten kreeg.
