Hij werd geboren op 2 december 1866 in Stadskanaal gem. Wildervank als Roelof Albert Ocken, de jongste van zes kinderen van Albert Roelofs Ocken 1829-1915 en Aaltje Prummel 1823-1885. De vader was “ausgewandert” naar Stadskanaal van het Duitse waddeneiland Borkum omstreeks 1850 en trouwde daar Roelf’s moeder Aaltje in 1853. Ook haar familie kwam oorspronkelijk uit Duitsland, maar woonde al sinds enkele generaties in de veenkoloniën. Albert Roelofs had een succesvol schildersbedrijf en lakstokerij. Door het uitvallen van zijn oudere broer klaas, die naar Amerika emigreerde in 1889, was jonge Roelf voorbestemd om later de kwast van vader over te nemen. Alzo geschiedde en gaandeweg ging hij, zeker na zijn huwelijk met Ullembina Dorothea Wolters in 1902, tot de notabelen van Stadskanaal behoren. Roelf Okken overleed in 1940, op zijn verjaardag, aan een hartaanval.
Tijdgenoten beschrijven hem als een altijd opgewekte, positieve man, vriendelijk voor eenieder, maar helaas gespeend van veel zakelijk inzicht. Actief was hij zeer zeker en gevoel voor avontuur had hij ook. Zo reisde hij in 1919, na afloop van de eerste wereldoorlog, met zijn vriend Piet Zwartsenberg in een vrachtwagentje naar Oostenrijk, waar de beide heren voor een appel en een ei kunst opkochten, om dat in Nederland weer te kunnen verkopen. De historie vermeldt niet of dit goed gelukt is, maar diverse schilderijen uit die collectie zijn nog wel in bezit van de familie.
In 1910 bleek hij voor 50% erfgenaam te zijn geworden van de totale boedel van 4 ongetrouwde, gefortuneerde, broers en zusters Koerts te Wildervank. Deze erfenis verbeterde zijn financiële positie aanzienlijk. Mogelijk mede daardoor was hij, alleen al in de periode 1912 - 1921 betrokken bij het bestuur van acht bedrijven, in de meeste gevallen opgericht samen met zijn twee zwagers, Johannes Wolters en Hayon Nieboer. Zo begon hij in 1912 in café Wolters de eerste bioscoop van Stadskanaal, werd door de drie partners in 1916 de mandenfabriek “Het Noorden” opgericht en omstreeks dezelfde tijd de spiegelfabriek “Oranje” en de Drentsch Veenkoloniale Westerwoldsche Hypotheekbank. De laatste drie bedrijven gingen door branden, dan wel door mismanagement ten onder. De enige twee thans nog bestaande bedrijven die door Roelf Okken werden opgericht, zijn de papiergroothandel Wed. R.A. Okken te Gasselternijveenschemond en de Nederlandsche Electrische Lakfabrieken N.V. (NELF) te Marrum. Zijn financiële situatie kende door het mislukken van zijn diverse ondernemingen meer dalen dan toppen, maar telkens als het water hem aan de lippen steeg, beklom hij monter weer de ladder, aan het werk in het schildersbedrijf, dat hij wél wist te besturen.
Ook in het maatschappelijk leven was hij zeer actief; Betuurslid van Jahn II, bestuurslid van het comité ter organisatie van de uitgestelde Eeuwfeesten Stadskanaal in 1920 en ook bij de oprichting van de Noord Ooster Locaal spoorweg was hij betrokken. Hij was actief lid van de Noord-Nederlandsche Kegelbond.
