HARTSINCK (Andries), broer van Jan Jacob en afstammeling van Carel, die volgen, geb. te Amsterdam 25 April 1720, plaats en datum van overlijden onbekend. Op jeugdigen leeftijd trad hij in den zeedienst, voer in 1742 reeds uit als kapitein en ontving in 1774 zijn benoeming tot schout bij nacht. Om de zeerooverijen der Marokkanen te beletten, werd hij met een eskader naar de Middellandsche Zee gezonden (1775). Daar zij echter niet te voorschijn kwamen, kon hij dat jaar slechts onze koopvaardijschepen convoyeeren. In 1776 werd hij door Pichot vervangen. Als vice-admiraal (30 April 1776) werd hij in 1783 opperbevelhebber op de vloot, die dat jaar echter werkeloos bleef. Toen de fransche vloot van Gibraltar noordwaarts voer, waagde Hartsinck zich gedurende enkele weken op zee. Doch de Engelschen beheerschten de Noordzee volkomen. Niets kon gepresteerd worden en van het vermetele plan om een eskader naar Brest te zenden, ten einde zich met de fransche vloot te vereenigen, kwam niets. De stadhouder als admiraal - generaal werd ter verantwoording geroepen, maar ook Hartsinck achtte het onraadzaam langer in 's lands dienst te blijven. Hij heeft een memorie ter verdediging in het licht gegeven.
