      Door de konfiskatie van alle goederen van de Oranje's na de afschaffing van het stadhouderschap in 1795, bezat koning Willem I bij zijn troonsbestijging, althans in Nederland geen enkele vorm van inkomsten meer. Bij de grondwet van 1815 art. 30 werd het inkomen van de koning vastgesteld op fl. 2.400.000,-. Tot gedeeltelijke voldoening van dit inkomen werden op grond van artikel 31 van de grondwet zoveel domeinen in eigendom aan de koning overgedragen dat zij een zuiver inkomen van vijf ton gouds per jaar konden opleveren. De overdracht van deze goederen geschiedde bij de wet van 26 augustus 1822 S.40.

      Het dagelijks beheer van het Kroondomein in de provincie Utrecht werd vanaf 1823 gevoerd door de ontvangers van de domeinen die toen tevens als ontvangers van de "Algemeene Nederlandsche Maatschappij ter begunstiging van de volksvlijt" optraden. Vanaf 1830 tot 18421 werd de titel van de ontvanger veranderd in agent en vanaf 1843 werd hij rentmeester genoemd. In de periode 1823-1829 was het beheer verdeeld over zes kantoren n.l. Amersfoort, Gouda, Montfoort (zetelend in IJsselstein), Woerden, Utrecht I en Utrecht II. (zie kaart 1). Elk kantoor had zijn eigen ressort waarbinnen tienden gelegen waren.
