Magadan was een belangrijk transit centrum voor gevangenen bestemd voor de werkkampen. Van 1932 tot 1953 was Magadan het administratieve centrum van de Dalstroy organisatie - een grote organisatie van gedwongen arbeid in de goudmijnen en een kampsysteem voor andere gedwongen arbeid in de regio. Het werk kwam neer op slavenarbeid in verschrikkelijke omstandigheden.
