Drs. Hendricus (Henk) Bernardus Petrus Antonius Letschert werd op 10 januari 1924 geboren te Amsterdam. Hij studeerde in 1950 in Utrecht af als drs. Nederlandse taal en letterkunde en ging vervolgens als leraar in Bolsward werken. Drie jaar later stapte hij uit het onderwijs en ging als gemeenteraadslid in die gemeente werken in combinatie met het directeurschap van een vormingscentrum in Witmarsum. Op 32-jarige leeftijd werd hij in 1956 burgemeester in Medemblik en vervolgens in 1965 burgemeester in Uithoorn. Hij was vanaf 1968 lid van de Eerste Kamer der Staten Generaal voor de KVP, later het CDA. Met ingang van 16 april 1975 werd hij tot burgemeester van Tilburg benoemd, als opvolger van C. Becht.

De stadsvernieuwing loopt als een rode draad door zijn burgemeesterschap. Kort na zijn aantreden kwam het Structuurplan Oude Stad (oude fabrieksterreinen kregen nieuwe invulling) in uitvoering, later gevolgd door het plan Compacte Stad (herinrichting binnenstad). In de jaren tachtig ontstond een onafhankelijk Inspraakteam dat uniek was voor Nederland. In het voorjaar van 1987 kwam er een abrupt einde aan zijn functioneren als burgemeester toen hij door een hersenbloeding werd getroffen. In april 1988 nam hij afscheid als burgemeester.

Letschert was ook op Europees niveau actief. Zo was hij onder meer lid van de Raad van Europa en van de Vergadering van de Westeuropese Unie. Later werd hij voorzitter van het Europees comité van de Internationale Gemeenschap van Lokale Overheden. Hij was o.a.
Ridder in de Orde van de Nederlandse Leeuw. Henk Letschert, getrouwd met Wally Maschhaupt, overleed te Tilburg op 19 juni 1996. Hij werd als burgemeester opgevolgd door Gerrit Brokx,

Naar hem is de Burgemeester Letschertweg (B&W 2003) genoemd.
