Wordt ook stiftsvoogd en burggraaf van Worms, voogd van St Lambrecht, Disibodenberg. Steunt in de regel de Staufers, hoewel hij soms door keizer Barbarossa bevochten wordt (1168 wordt Saarbrücken vernietigd) als hij diens kerkvriendelijke politiek kritiseert.
