Na een hoogleraarschap in Tilburg, werd hij in 1937 minister van Sociale Zaken in het vierde kabinet-Colijn. Streefde een actievere werkgelegenheidspolitiek na en kreeg bekendheid door zijn spaarregeling voor werklozen ('het kwartje van Romme'). Werd na de oorlog geen minister meer, waarbij mogelijk zijn wat omstreden rol in de oorlog (commissaris van een reclamebedrijf dat ook voor de Duitsers werkte) een rol speelde. Was tot 1961 fractieleider en werd toen staatsraad. Was tevens politiek commentator van 'de Volkskrant'.
