Anna Maria Pelgrom was born and lived in Gouda at thge time of their marriage,
"Johannes Coster H Zoon (i.e. Hendriks son) jongman, geboren van en wonende te Leyden, met Anna Maria Pelgrom jonged(ochter) geb: van en wonende te Gouda". That means both haven't been married before, and we now know that Johannes is from Leiden and his father is called Hendrik. See the next line, it says:

" Hendrik Coster (i.e. the father) heeft vanwegens den bruidegom behoorlijke attestatie overlegt, doch moet de bruidegom voor het gaan van het tweede gebod in persoon voor commissarissen compareren" He should appear in person instead of sending his father, what he eventually did on 7 July 1796.
The comment on the left hand side says:
"1st gebod den 25 June 1796. Op order van commissarissen van de huwelijksgeboden moet het tweede gebod geen voortgang hebben 2 July 1796. Op order van commissarissen mogen de geboden weder voortgang hebben 7 July 1796. Op permissie van de Prov. Raad 8 July 1796 is aan de nevenstaande personen gepermitteerd om op zaterdag den 9 July 1796 te hebben twee huwelijksproclamatien, te weten een te tien en een te elf uur."
In other words, after Johannes appeared in person before the magistrates, they allowed him to formally announce the 2nd and 3rd time on the same day, one hour apart instead of one week. The final sentence on the left says:
"Attestatie gegeven om te Gouda te worden getrouwd den 9 July 1796". So permission was granted to be married in Gouda on Saturday the 9th of July 1796, the birthplace of the bride.
