Focko promoveerde te Groningen in de rechten op 11 Juny 1842 op een dissertatie getiteld "Observationes de Mora". Hij vestigde zich als advocaat te Batavia en werd ald. president der Java Bank. In 1875 werd hij president van het Hoog Gerechtshof ald. In 1877 keerde hij naar Nederland terug en werd minister van Koloniën; van 1877 tot 1878, en commissaris van de Koning in dienst van de Ned. Handelsmaatschappij. Ridder in de Orde van de Nederlandsche Leeuw.
