Ingelram was sinds 817 de forestier (woudmeester) van de Vlaamse gouw en graaf van Harelbeke, en zoon van Liederik. Na zijn dood nam zijn zoon Odoaker zijn ambt over. De forestiers van Vlaanderen liggen aan de basis van het latere graafschap Vlaanderen onder de eerste graaf Boudewijn I van Vlaanderen.
