    Odakar III was een leider van de Germaanse volksstam van de Morini, markgraaf en forestier van de pagus flandrensis (het huidige West-Vlaanderen en Frans-Vlaanderen), en graaf van Terwaan en Harelbeke. Odakar III werd omstreeks 805 geboren als zoon van Waltbert van Steenland, terwijl zijn dood zowel in 837 als in 863 wordt geplaatst. Hij kreeg de heerschappij over de pagus flandrensis door zijn huwelijk met de dochter van Ingelram II van Vlaanderen. Als zoon van Odakar III is BoudewijnI van Vlaanderen (Boudewijn met de IJzeren Arm) bekend geworden. Zijn positie zou gedefinieerd worden als 'honores', waarin hij werd aanzien als wereldlijke leider van de abdijen in het gebied. Hierdoor had hij recht op een aandeel van de inkomsten.
