Woonde in Rijssen, Schild 9a. Zoon van boerwerker/fabrieksarbeider Harm Zandvoort (26 december 1852 Holten – 13 augustus 1910 Rijssen) en Jenneken Pot (20 juli 1857 Holten – 7 februari 1934 Rijssen). Gehuwd op 22 oktober 1925 met Dina Bolink (5 oktober 1898 Dijkerhoek, gemeente Holten). Fabrieksarbeider (huwelijksakte)/fotograaf. Nederlands Hervormd. Lid verzet behorend tot de LO-Rijssen. Hij maakte pasfoto's voor valse persoonsbewijzen, verzorgde fotodocumentatie voor de ondergrondse en stelde zijn radio ter beschikking aan het verzet. Nadat een vals persoonsbewijs was gevonden waarop een door Zandvoort gemaakte pasfoto was aangebracht, werd hij op 25 februari 1945 door het Sonderkommando Bakker gearresteerd. Diezelfde avond deed het Sonderkommando ook een inval bij Rijssenaar Jan de Bruin (1*), die werd opgepakt, evenals zijn zoon en plaatsgenoot Jan Dommerholt (2*). Na een nacht in het gemeentehuis in Rijssen werden de arrestanten overgebracht naar het huis van bewaring in Almelo. Anderhalve week later is Zandvoort samen met De Bruin en Dommerholt geëxecuteerd als vergelding voor de aanslag op Hanns Albin Rauter in de nacht van 6 op 7 maart 1945 bij Woeste Hoeve. Hun namen prijken op het oorlogsmonument Woeste Hoeve. Zie verder Bruin, Jan Cornelis de.

Eerst begraven in een massagraf op Begraafplaats Heidehof in Ugchelen (Apeldoorn). Op 8 mei 1945 naast De Bruin en Dommerholt herbegraven op de Oude Gemeentelijke Begraafplaats in Rijssen, 1e klasse, vak V, rij C, grafnummer 7.
