Op 14-09-1800 ingeschreven aan de universiteit van Amsterdam. Omstreeks 1802 vertrokken naar Rusland.
Jan Willem ten Cate werd in 1814 benoemd werd tot secretaris van François Daniel Changuion (1766-1850), de eerste Nederlandse gezant in de USA. Ten Cate en Changuion reisden van mei tot juli 1814 met het koopvaardijschip Prins van Oranje, begeleid door ‘s lands korvet Ajax onder commando van kapitein-luitenant F. Bakker van Hellevoetsluis naar Boston. Na vertrek van de gezant Changuion werd Ten Cate circa 1815 zaakgelastigde (chargé d’affaires) bij het gezantschap. Hij werd als zodanig op 30 aug. 1818 vervangen door burggraaf De Quabeck [bron: C.E. Briët].
