Hij was lid van de Provinciale Staten van Groningen in 1815 en burgemeester van Groningen in 1822 en 1823, samen met Franciscus Joannes Cremers, Jean Francois van Iddekinge en Maurits Adriaan de Savornin Lohman. Bij Koninklijk Besluit van 05-01-1824 werd bepaald dat de stad voortaan 1 burgemeester zou hebben. Van Iddekinge behield het ambt en Abraham werd in 1825 wethouder van Groningen.
