Van Embden was een prominent politicus die vooral op de voorgrond trad wanneer het om ontwapenening ging. Toen de oorlog uitbrak, woonde hij aan de Prins Hendrikkade 177 in Amsterdam. Hij wist midden in de nacht per boot te ontsnappen aan vervolging en bracht de bezettingstijd door in Engeland.
