Otto was de tweede zoon van graaf Willem I van Holland en diens eerste echtgenote Aleid van Gelre. Hij werd in 1233 tot bisschop gekozen, maar door het verzet van de Utrechtse kapittels kon hij pas in 1245 gewijd worden. Hij ontpopte zich als een krachtdadig bestuurder die zich voornamelijk met wereldlijke zaken bezig hield. Na de dood van zijn broer Floris IV van Holland in 1234 werd hij voogd van diens opvolger, de zevenjarige Willem II, en kreeg hij het beheer over het graafschap Holland. Hij loste de problemen in Drenthe op, waaraan bisschop Otto II ten onder was gegaan. Hij onderwierp de heren van Goor aan zijn gezag. Translated to English: Otto of Holland (died 27 March 1249 ) was Bishop of Utrecht from 1233 to 1249. Otto was the second son of Count William I of Holland and his first wife Aleid of Gelre. He was elected bishop in 1233, but by the resistance of the Utrecht chapters he couldn't be ordained until 1245. He turned out to be an effective director concerned mainly with secular affairs. After the death of his brother Floris IV of Holland in 1234 he became guardian of his successor, the seven-year-old William II , and given the management of the county of Holland. He solved the problems in Drenthe to which Bishop Otto II had perished. He threw the lords of Goor to his authority.
