    Het nieuwe stadsbestuur besluit op de 28e februari 1795, op voorstel van de burgersociëteit, tot het oprichten van een ‘Comité van algemene waakzaamheid’. In het comité wordt, onder anderen, benoemd Johannes Harinck Czoon. Deze burgers zullen voorlopig gedurende veertien dagen fungeren.
    Op 4 maart richt het ingestelde ‘Comité van algemene waakzaamheid’ zich tot het stadsbestuur en betoogt dat de burgerij een geheel verkeerd denkbeeld van haar functie heeft. Men denkt dat het comité bedoeld is om als verklikkers acht te slaan op de gesprekken en gedragingen van de burgers. Mocht dit zo zijn, dan wil men gelijk afstand doen van hun aanstelling. Men heeft steeds het idee gehad te moeten fungeren om het stadsbestuur voorstellen te doen voor de rust en orde binnen de stad. Het stadsbestuur besluit bij publicatie bekend te maken dat het comité geenszins bedoeld is tot ‘het aanbrengen van gesprekken en daden van de burgerij’.
