    Wisse Halbes, landbouwer en gemeenteraadslid van de eerste gemeenteraad van Tolbert in 1798; ged. 11 dec. 1740, overl. 6 mrt. 1813, ongehuwd gebleven, woont in 1812 samen met zijn broer Mense op huisnummer 7 te Nuis; noemt zich in 1811 Offringa. Op 10 april 1798 werd de gemeente, met Tolbert als hoofdplaats, opgericht, bestaande uit: Tolbert, Nuis Niebert, Marum, Noordwijk, Doezum en Opende. In 1809 wordt een nieuwe gemeente gevormd met Leek als hoofdplaats en met de oude grenzen van degrietenij Vredewold Op 1 aug. 1808 benoemde de landdrost mensen om toe te zien op het verkrijgen van de, door de centrale regering toegezegde, staatslening: Wisse Halbes was één van hen.
