    Vergelijkbaar met de functie van de tegenwoordige burgemeester had de schout de taak om als beambte (villicus) in dienst van zijn heer de leenmansplichten te innen en schulden te delgen. In Duitsland was de schout vaak een uit de ridderlijke stand afkomstige (laag adellijke) entrepreneur die de functie erfelijk maakte. Vaak speelde hierbij het bezit van een overerfbare hoeve (erbhof) een belangrijke rol .
