Nasceu Hermenegildo Rodrigues Villaça no Arraial de Nossa Senhora das Necessidades do Rio dos Peixes, hoje Piracema, em Minas Gerais, no dia 28 de novembro de 1860, filho de Antônio Rodrigues Pereira e de Joana Ferreira Villaça.
No Rio do Peixe fez o curso primário. Em seguida, matriculou-se em um colégio na fazenda do Carandaí, em Lagoa Dourada, próximo de sua cidade natal, e aos 21 anos terminou os exames preparatórios.
Ingressou na Faculdade de Medicina do Rio de Janeiro em 1882 terminando o curso médico em 1887, com a tese intitulada "Da Aeroterapia sob o ponto de vista físico" em janeiro de 1888.
Clinicou na cidade onde nasceu, durante aproximadamente sete anos.
Em 1895, transfere-se para Juiz de Fora, em Minas Gerais, cidade que estava em grande progresso, e aí trabalha até o final da sua vida. Nomeado diretor clínico da Santa Casa de Misericórdia, em 1900, exerceu o cargo até 1936.
Procurava evoluir na medicina e, em 1906/1907, vai à Europa em viagem de estudos, visitando centros médicos importantes na Suíça, em Paris e Berlim.
Voltando de Juiz de Fora instala um centro de cirurgia avançada, inova as técnicas de esterilização, reestrutura as salas de cirurgia, adquire instrumental cirúrgico moderno e um aparelho de Raio X.
Teve intensa atividade médico-cirúrgica e foi um dos primeiros introdutores da cirurgia asséptica no Brasil e, também, o primeiro médico a realizar uma coledocostomia, a cirurgia de Wertheim e a esofagectomia em Minas Gerais.
A pedido de Carlos Chagas foi para Lassance, no interior mineiro, efetuar cirurgias em pacientes portadores de bócio. Fez várias dessas cirurgias em pacientes portadores numa sala improvisada instalada em um vagão da Estrada de Ferro.
Apresentou os resultados durante o VIII Congresso Brasileiro de Medicina no mês de abril de 1912 em Belo Horizonte e demonstrou que nos pacientes hipertireoideos, a cirurgia estaria indicada, se houvesse compressão das estruturas vizinhas e que somente a enucleação deveria ser feita, pois assim evitava-se a tireoidectomia total, que agravava a insuficiência tireidiana.
Foi considerado o pioneiro da moderna cirurgia e, com sua dedicação e competência, tornou Juiz de Fora um importante centro cirúrgico, onde se edificou o primeiro hospital de características avançadas e recursos amplos.
Fundou, em 1935, a Faculdade de Medicina de Juiz de Fora, da qual foi Diretor, e a de Farmácia e Odontologia. A Faculdade de Medicina esteve fechada por falta de recursos, por muitos anos, tendo sido reaberta em 1953.
Dirigiu por muitos anos a Sociedade Médica de Minas Gerais.
Construiu um sanatório para tuberculosos, anexo à Santa Casa de Misericórdia. Por falta de anestesia, de certa feita hipnotizou um paciente para a abertura de um abscesso.
Em ter outras atividades fundou uma Usina de Beneficiamento de leite, com fábrica de manteiga.
Com sua religiosidade trabalhou para implantação da Diocese de Juiz de Fora.
O Professor João Batista de Resende Alves assim referiu ao Dr. Villaça: "Homem de consciência bem formada, agiu com retas intenções, curou e aliviou seus pacientes e engrandeceu a medicina".
Faleceu em 03 de agosto de 1936.
