De poucos anos quando faleceu seu pai tomou o apelido de seu padrasto que o tratou e educou como a um filho; formou-se matemáticas e neste ano de 1905 chefe da repartição das obras públicas do estado de São Paulo

Era Bacharael em Ciências Físicas e Matemáticas; por Carta Imperial de 23 de setembro de 1868, foi agraciado com a Comenda da Ordem da Rosa, por serviços prestados com relação à Guerra do Paraguai; fez parte da primeira Diretoria, eleita em 1869, para a construção da Estrada de Ferro Paulista. Filiado ao Partido Conservador; eleito em 1864, vereador, e, em 1868, presidente da Câmara Municipal de Santos, sucessivamente reeleito, exerceu este cargo até 1878, e, durante a sua administração foi a cidade dotada de importantes melhoramentos, como calçamento e abertura de ruas, ajardinamento de praças, abastecimento de águas, iluminação a gáz, linhas de bondes, drenagem do solo, etc.; Deputado à Assembléia Provincial de São Paulo (1870-1871), 1874-1879), e à Assembléia Geral (1886-1889). Inspetor geral da Estrada de Ferro São Paulo e Rio de Janeiro, de 1878 a 16 de setembro de 1890, data em que foi encampada pelo governo federal, sendo, por parte da Companhia encarregado de sua liquidação. Em 1895 foi nomeado chefe da comissão de saneamento do Estado de São Paulo, e, em 1896, superintendente das obras públicas.
Finalmente, foi um dos fundadores da Companhia Telefônica de São Paulo, e do Instituto Pasteur

O Dr. Ignacio Wallace da Gama Cochrane (1836-1912), engenheiro e parlamentar do Império, casou-se com Dona Maria Luiza Vieira Barbosa, filha de José Antonio Vieira Barbosa e de sua prima Dona Maria Luiza Vieira Barbosa. Desse casamento resultou a família BARBOSA COCHRANE, constituída por 12 filhos, dos quais cinco constituíram novas famílias: os Gondim Cochrane, os Cochrane Simonsen, os Cochrane Suplicy, os Cochrane de Azevedo e os Gonçalves Cochrane.
