Francisco Antônio da Silveira, conhecido popularmente como o "Chico da Azenha", foi o primeiro plantador de trigo e fabricante de farinha de Porto Alegre e, para tanto, utilizou-se do trecho do Arroio Dilúvio, antigamente denominado como Arroio da Azenha, no represamento da água necessária para o funcionamento de seu moinho.
O significado da palavra deu origem a denominação do bairro Azenha – "moinho de roda movido à água; atafona" – vincula-se à atividade de moagem de trigo que foi iniciada na região em meados da metade do século XVIII, por iniciativa do açoriano Francisco Antônio da Silveira, que possuía extensas plantações junto aos altos do atual bairro.
