Creio que há um equívoco, sua filiação, sendo Francisco Leme da Silva um homônimo de seu pai que teria sido casado com Maria Antônia de Oliveira.

Na informação abaixo, há um equivoco quanto a sua filiação, sendo confundido com Joaquim de Oliveira Cesar que, apesar de inúmeras coincidências (homônimos e datas), teve um roteiro de vida completamente diferente.

Cadeira nº 06 -Joaquim Leme de Oliveira Cezar

Nasceu em São Paulo, filho do Capitão Francisco de Sales Borralho e Joaquina de Oliveira César. Como jornalista de formação liberal editou, em Sorocaba, os jornais Ypanema e O Monitor, ambos divulgando o pensamento que marcou a Revolução Liberal de 1842 nas cidades da região. Mudou-se para Itu no final da década de 1850, fundando o jornal A Esperança, panfletário de defesa aos Jesuítas em tempo de conflito com os liberais. Sua obra principal foi Notas Históricas de Itu, um livreto escrito em 1869, reunindo crônicas históricas publicadas no seu jornal. É o material que mais influenciou a obra de Francisco Nardy Filho. Participou ativamente da vida política de Itu, ocupando a vereança na década de 1860. Faleceu em São Paulo a 25.10.1877 após longa enfermidade, internado em hospital de alienados.

Fácil é perceber que O Paulista foi editado em Sorocaba mas, de certo modo, não faz parte da imprensa sorocabana. O editor, o impressor, o prelo e, em larga medida, até mesmo os motivos determinantes de sua publicação vieram de fora. Do mesmo modo, O Ypanema, de Joaquim Leme de Oliveira César, pouco tem a dizer aos seus leitores sorocabanos. Ressalvado os pioneirismos decorrentes da solicitação de registro perante a Câmara, da introdução do anúncio classificado na imprensa interiorana e de haver produzido o primeiro documento impresso sobre os horrores da escravidão, na área de Sorocaba, pouco mais há a dizer sobre essa publicação.O editor d' O Ypanema nasceu em São Paulo. Era filho do capitão Francisco de Sales Borralho e de dona Joaquina de Oliveira César. Chegou a Sorocaba em 1836, ano em que se casou com dona Mariana Rosa de Oliveira."
Sendo irmão de Elias de Oliveira César Leme, Secretário da Câmara Municipal que se revoltou em 1842, -diz Aluísio de Almeida-ser-lhe-ia fácil entrar em contato com Feijó e Hércules Florence, o dono do prelo e dos tipos. Deve ter aprendido com este.
